Are hand arm vibration risk assessments to consider hands independently or collectively?

When a person uses a two handled tool, the risk is assessed for the individual as being the time on the tool. The person is considered to face the risk of the time and not twice the time despite both hands being used. This is an accepted approach as the hands are independently harmed.

For a singled handed tool, the tool user should use HAVWEAR on the dominant hand. This will then ensure the maximum risk is captured.
